STINCHCOMBE  PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING
HELD ON TUESDAY 6TH SEPTEMBER 2005
AT 7 30PM IN THE VILLAGE HALL

1-Approval of Minutes of Parish Council Meeting held on 26th July 2005

Clerk noted that a minor revision had been made to Mr Wride’s Report at Mr Wride’s request. With this revision the Minutes as previously circulated were accepted as a true record of the Meeting and signed by the Chairman (91/05)

 

2-Actions arising from Minutes

-Councillor Training Courses-Clerk confirmed that a place had been reserved  for Mr Bartlam  on the “Nuts and Bolts” training course at Churchdown Parish Offices on 21st September.(92/05)

 

-Neighbourhood Warden Patrols-No reply has been received to a recent e mail to SDC. Clerk was asked to contact Mr Sullivan again. (93/05)

-Triangle at Junction of Taits Hill Road and Clingre Lane-Mr R Workman has agreed to clear the triangle of vegetation for a sum of £50. This was seen as extremely reasonable. Clerk noted that the responsibility of GCC Highways for the clearance of verges is confined to a width of 2 metres from the edge of the highway.

Mrs Wannell proposed and Mr Holloway seconded the motion that this quotation be accepted and Mr Workman asked to complete the task. This was accepted  following a vote of 3 councillors in favour and one opposed. (94/05)

-Refurbishment of Drinking Water Fountain-Clerk has contacted interested contractors and is arranging meetings on site to discuss their quotations. (95/05)
Continuing Action-Clerk

-Fourth Annual Highway Maintenance and Traffic Management Meeting Seminar-5th October

No Councillors are available to attend the Seminar. Clerk has agreed to attend on behalf of the Council. (96/05)

-Snow Warden and Snow Plough Operator-There appears to be some confusion in GCC records. As a result the Parish still lacks an approved Snow Plough Operator. Mr Holloway is attending to the matter. (97/05)                                               
-Continuing Action-Mr Holloway

-Correspondence-The schedule has been circulated by Clerk as requested. (98/05)
 

-Purchase of Millennium Field-The matter has been placed on the Agenda of this Meeting and a Proposal prepared by Mr Bartlam. (99/05)

-Trafalgar Day Commemoration-Following the decision at the last Meeting to proceed with the planting of a commemorative oak tree and the provision of a plaque in the Church Field, Chairman undertook to contact the Vicar for his approval and Mrs Wannell agreed to coordinate the project. 3-Planning Applications

-S05/1637-Cricket and Rugby Ground at the Avenue-Change of Use of Agricultural Land to Outdoor Recreational Use-Clerk noted that the Parish Council had lodged an objection to the Outline Application on the grounds that the  title “Recreational Use” was too broad, that the car parking and access arrangements needed clarification, that provisions needed to be introduced to limit disturbance to Residents and that  the line of the Public Footpath should be retained.

Councillors noted that the Planning Application departed in major ways from Mr Grant’s presentation at the last Council Meeting and that the Club had not taken any steps to involve Residents in their plans. County Councillor noted that he had received copy of “a Document supporting a Proposal for a Community Development Project by Dursley Rugby Football Club“. It was noted that this Document predated Mr Grant’s presentation and should have been brought to the attention of Councillors. Mr Bartlam undertook to copy and circulate the Document to Councillors.(101/05)

Following further discussion District Councillor was asked to contact the Planning Officer concerned to elucidate SDC’s position in the matter and Clerk was asked to contact SDC and ask for a Site Panel visit before resolution of the matter. (102/05)

Mr Holloway agreed to present the Parish Council’s concerns to the Club and stress the need for the involvement of the local community. It was suggested that the Club should invite representation of Residents and maybe the Parish Council on the Club Project Coordinating Committee. The remaining Applications were reviewed. Mr Holloway noted the refusal of Planning Permission for an Industrial Building at the Taits Hill Industrial Estate. The Applicant is likely to lodge an Appeal. (103a/05)

 

4-Footpaths and Rights of Way

Clerk noted progress on the Diversion Orders for the footpaths on Stinchcombe Hill and the  definition of the route of the Cotswold Way. Objections are still in place and it is likely that the matter will need to be resolved by a Public Enquiry.

Comments have also been sought from the District Council on the new dedications. These are in agreement with proposals circulated in July 2004. (104/05)

 

5-Highways

-Wick Lane-Clerk reported a  recent telephone conversation with the SDC Enforcement Officer. No reply has been received from the Agent regarding the Developer’s intentions in respect of the discrepancies between the approved and actual profiles of the bund. The Enforcement Officer has sent another letter to the Agent requesting a response and stressing that the ban on the importation of further soil to the site remained in place. (105/05)

Clerk was asked to contact GCC regarding their plans to effect repairs to the highways and verges in the village prior to the onset of winter. (106/05)

-M5-Mr Bartlam noted that the Highways Agency website provides information on tree planting on the verges of the Motorway. Mr Bartlam agreed to circulate the page to Councillors. (107/05)

6-Facilities

Late night use of the Junior Swings at the Playground was noted. It was felt that the matter ought to be brought to the attention of the Police Community Support Officer at Dursley Police Station.

Clerk was asked to invite the Officer to the next Parish Council Meeting. (108/05)

7-Special Item-Proposal for Purchase of Millennium Field

Chairman thanked Mr Bartlam for the Proposal Document. This was a comprehensive document and its preparation  clearly had required considerable effort.

It was agreed that discussion of the Proposal would be deferred until the matter of the further development of the Rugby Club ground and clubhouse had been resolved. (109/05)

 

8-Correspondence

The Schedule is appended to the Minutes. (110/05)

 

9-Financial Matters

-The Statement of Receipts Payments and Authorisations was approved and the balance of the Building Society verified. (111/05)

-Audit of Accounts for Financial Year ended 31st March 2005-The external Audit has now been completed and the Auditor’s opinion received. There are no reservations or qualifications. Chairman thanked the Clerk on behalf of the Council for the successful completion of this task. (112/05)

 

10-Reports by Councillors

-Mr Andreawartha reported on GCC Highway plans.

There are strong rumours that the Cam Post Office will be closed down. A protest has been organised by a local Newspaper to take place at 12 noon on 7th September.(113/05)

 

-Mr Wride noted the reform of Rural Policing with the creation of four divisions. Extra resources are to be made available.

He noted that a nomination of a Parish Council representative with full voting rights to the Berkeley Stakeholders’ Committee was requested. It was agreed that  Mr Bartlam will represent the Parish Council. Clerk will inform the Committee. (114/05)

-Mrs Wannell noted that considerable interest was being shown by residents on the Neighbourhood Watch Scheme. (115/05)

-Mr Bartlam asked for contributions to the next Newsletter. (116/05)
