MINUTES
OF THE PARISH COUNCIL MEETING
HELD ON TUESDAY 10th
JANUARY 2006
AT 7 30PM IN THE VILLAGE HALL

Chairman opened the Meeting by welcoming all present.
1-Approval of Minutes of Meeting held on 15th December 2005
The Minutes as circulated were accepted as a true record and signed by the Chairman (1/06)
2-Matters arising from Minutes
-Approval of Snow Plough Operator-Despite repeated contacts with GCC approval of the Operator has not yet been obtained. Nevertheless the Operator is available and the matter of payment for his services has been addressed. Under the circumstances it was agreed that the matter will be deleted from the Agenda. (02/01)
-Trafalgar Oak-The date for the planting remains to be fixed. Mrs Wannell will invite Mr Connell to view the location (To the right of the gate into Church Field facing the field) (3/06) Action-Mrs Wannell
-Appointment of CSPO-The matter will be raised at the Community Safety Meeting of the Dursley Cluster of Parishes on 19th January 2006. (4/06) Action-Clerk
-Cricket and Rugby Ground-Clerk has not yet approached SDC in the matter of the parking arrangements and the possible installation of flood lighting at the enlarged pitch.. (5/06) Action-Clerk
-Chain at War Memorial-The Action is ongoing.(6/06) Action-Messrs Bartlam and Holloway)
-”Stinchcombe” Sign at the Avenue-a temporary repair has been effected. Clerk remains to approach GCC Highways for a permanent repair. (7/06)
The other Actions have been completed. (8/06)
3-Planning Applications
-S05/2435 &2444-Land at Stinchcombe Manor-the Meeting was attended by the Applicant , Mr A Glaisher, who stated that these Applications had been withdrawn following further discussions with the SDC Planning Officials. New Applications preserving the footprint of the initial, approved Application (although of greater overall volume) and meeting comments by Officials on appearance and style are being prepared. The Applicant’s intention remains to submit two Applications, one for a single dwelling that can be converted into two at a later date and one for two dwellings. The revised plans were examined. After some discussion Chairman noted that the revised Applications would be reviewed when received on the basis of impact on the locality (The Conservation Area and the adjacent Listed Building), height (potential impacts on privacy of near Residents), access (increased traffic on Echo and Church Lanes and single point access) and configuration (one or two dwellings). At this point Chairman thanked Mr Glaisher for attending the Meeting and outlining his plans. (9/06)
4-Footpaths and Rights of Way
The matter of the use of bridleways by motorcycles was raised. It was noted that they do not carry number plates thereby making it difficult to report the matter to the Police. The matter will be raised at the Community Safety Meeting on 19th January 2006. (10/06) Action-Clerk
5-Highways
-Repairs to Wick Lane- Clerk was asked to approach GCC to ascertain current progress and enquire whether the work will be started ahead of the recovery of costs from Mr Berkley.(11/06) Action-Clerk
-Speed Limit on Taits Hill Road-Clerk confirmed that GCC had decided to extend the 30MPH Limit westward to a point clear of the access to “Upalong”. They had earlier proposed to introduce a 50MPH Limit beyond this point to near rhe Clingre Lane Junction but this had been viewed to be too high by Parish Councillors and a 40MPH Limit preferable. Because of lack of support by the Police and the rural character of this stretch of road GCC now propose not to introduce a Speed Limit on this section. After a short discussion the majority of Councillors were not supportive of the introduction of a Speed Limit at this point. (12/06)
-Councillors noted that the surfaces of Church Lane and Oldhill Lane had deteriorated and were in need of repair.(13/06)Action-Clerk
6-Facilities
Nothing to report. (14/06)
7-Parish Plan
Questionnaires have been distributed to households in the Parish and will be collected during the week starting 15th January and deposited with the Chairman for evaluation ahead of the Public Meeting scheduled on 13th February. (15/06)Action-Councillors
Mr Bartlam was asked to provide twenty additional Questionnaires. (16/06) Action-Mr Bartlam
8-Correspondence
The current Schedule of Correspondence was circulated and is appended to these Minutes. (17/06)
9-Community Safety
-Neighbourhood Watch-Action is continuing to implement the Scheme on the Street, Taits Hill Road and Clingre Down. (18/06) Action-Councillors
-Neighbourhood Warden Patrols-The monthly report does not appear to have been received by Clerk. (19/06)
(Post Meeting Note-A Monthly Schedule of Patrols is published by SDC in xls Format. Clerk is not in possession of this Programme. The matter will be raised at the Community Safety Meeting.)
10-Financial Matters
-The Statement of Receipts Payments and Authorisations was approved and is appended to these Minutes. The Building Society Balance was verified. (20/06)
11-Reports by Councillors
-Mr Wride noted that a formal Notice of the adoption of a Local Plan had been issued by SDC. (21/06)
Circulation of Panning Applications by E mail would soon be available. Clerk intended to raise the matter at the Briefing Meeting with SDC Officials on 23rd January. (22/06)
-Mr Holloway noted the presence of excessive amounts of litter along the A38 and other Roads in the Parish. Chairman noted that this had been aggravated by the failure to organise a Spring Clean last year. Mr Wride noted that SDC (Mrs Samuk) provides a litter collection service. (23/06)
-Mr Bartlam reported that he is a full voting member of the Berkeley Site Stakeholder Committee. (24/06)
The Planning Rules on the installation of Swimming Pools were queried. Mr Wride was asked to clarify the matter. (25/06) Action Mr Wride
-Mrs Wannell asked whether the identity of the purchaser of Townsend Farm was known. It was agreed that SDC should be asked for this information. (26/06)
(Post Meeting Note-Clerk has approached SDC. Negotiations for the sale are not yet concluded and at this stage the identity of the interested Party must remain confidential.)
