MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON WEDNESDAY
19TH JANUARY 2005 AT 7 30PM

Chairman opened the Meeting by welcoming the County and District Councillors.
1-Approval of Minutes of Meeting held on 16th December 2004
The Minutes as circulated were found to be a true record of the Meeting and signed by the Chairman (144/04)
2-Matters arising from Minutes
-Maintenance of the Millennium Tree
Chairman reported that he had discussed the matter with the Tree
Warden. The stake ties needed slackening and the undergrowth clearing.
This would be jointly done by the Chairman and the Tree Warden.

-Motorised Traffic on Old London Road
There was evidence of continued use of the Bridleway by motorcycles and
4wheel drive vehicles. The Police are unlikely to take any action in
the matter. Nevertheless the situation will continue to be monitored.

-Neighbourhood Watch Scheme An appeal for Coordinators was
included in the recent issue of the Parish Newsletter. The response
from Residents is awaited.(147/04)
Continuing Action-Councillors
-Invoice for Printing of Newsletter-Mr Bartlam stated that no invoice would be raised for the printing of the recent Newsletter. (148/04)

3-Planning Applications
Current Applications were reviewed. (150/04)
4-Footpaths and Rights of Way
-Footpaths on Stinchcombe Hill
Progress on the diversion of the paths on Stinchcombe Hill was
discussed at the recent Meeting of the Trustees of Stinchcombe Hill
Recreational Ground Trust. The Minutes of the Meeting will be
circulated to Councillors and appended to these Minutes.

5-Highways
-Work Schedule The current Schedule
is appended to the Minutes. Clerk noted that some of the repairs had
been completed earlier during the day. (152/04)
-Taits Hill Road
Clerk reported that he had requested GCC Highways to conduct an
investigation of the condition of the road in the vicinity of the
junction with Oldhill Lane following three recent accidents when cars
had left the road and penetrated boundary hedges. An extension of the
30MPH limit to cover the junction and the introduction of a 40MPH limit
along the downhill section of the road would be appropriate. Mr
Holloway noted that excessive speeds were a problem in other parts of
the Village particularly along Wick Lane. It was agreed to defer this
matter pending resolution of the Taits Hill Road issue. (153/04)
-Lorry Movements through Village in support of works at Land adjacent to Whitehouse Farm
Clerk reported on the current situation. During the week before
Christmas Mr Power of GCC had written to the Applicant and his Agent
requesting a site meeting to discuss the situation. A reply to this
letter was being awaited. (Post Meeting Note-Despite further letters,
the latest despatched under registered Post, and telephone calls no
response has been received. The matter has now been placed in the hands
of the GCC Solicitors.) (154/04)
The Resident attending the Meeting then related his approaches to
various SDC and GCC Officials to have the activities at the site and
the associated lorry traffic investigated and regulated . This had led
to a recent meeting with Mr Power. The Resident reported that he
estimated that some 30 000 tonnes of material had already been
delivered to the site. Some of the vehicles were overloaded and the
load not properly covered. He reported on his efforts to have the road
surface swept and on the extensive damage being caused to local roads.
These would need expensive repair.
There was also evidence that soil was being shipped out of the site
pointing to wider business activities being conducted at the site
beyond the construction of the Gallops and the associated landscaping.
He viewed therefore that the issue boiled down as to whether the
activities were in full compliance with the Planning Permission. If not
they should cease immediately. Otherwise they should be properly
regulated. (155/04)
The Chairman then drew the attention of the Meeting to the need to plan
the way ahead. Clearly the Parish Council were unable to resolve the
matter as the issues involved were beyond their legal powers and the
full involvement of the District and County Councils would be required.
A joint Meeting involving Officials of District and County Councils,
District, County and Parish Councillors and some residents was needed
to review the situation and initiate joint actions. Evidence of the
number of lorry movements needs to be acquired.
Mr Wheeler then undertook to contact Mr Power to arrange a Meeting at
a suitable time and place, at which all the issues raised above would

6-Facilities
Clerk has had no response from Wicksteed Leisure to his recent
requests for repairs to be carried out to the Safety Surface.

7-Correspondence

Clerk noted the forthcoming Telecoms Roll Out Plans Meeting scheduled to take place at SDC Ebley Mill on 28th January from 2 to 4PM. Councillors wishing to attend (2 maximum) should contact the Clerk. (158/04) Action-Councillors
Two
recent E mails from SDC Community Safety were noted. These are
concerned with the removal of graffiti and the disposal of unwanted
cars. These E mails will be circulated to Councillors

8-Community Safety
Clerk attended the recent Meeting of the Dursley Group of Parishes.
It was noted that PC David Croot is leaving the Division to take up an
appointment with the Royal Protection Unit. Clerk was asked to write to
PC Croot to thank him for his efforts in maintaining Police relations
with Residents and in manning the Mobile Police
Station.
Action-Clerk
There
has been a significant reduction in crime figures for the Dursley area
for the last 12 months.(17% overall) although there has been a slight
increase in violent crime. Worry has been expressed over the extension
of opening hours for some Public Houses in Dursley from 2AM to 3AM on
Friday and Saturday nights. The Police may have difficulty in providing
adequate cover. Two ASBO’s have been issued and two more applications
are in the pipeline.
The overall detection rate is approximately 33%.
The latest crime statistics for Stinchcombe will shortly be circulated.
A new Crime Reduction Strategy will be published in April following
extensive consultation with Residents.Ten categories of crime have been
defined by the Home Office where a 15% reduction will need to be
achieved over the next three years.Parish and Town Councils will have
shared responsibilities in the achievement of these targets.
Minutes of the Meeting will be circulated when available. (161/04) Action-Clerk
9-Financial Matters
-The Statement of Receipts Payments and Authorisations was approved and the Building Society Account verified. (162/04)
10-Reports by Councillors
-Mr Wheeler noted that a Budgetary Presentation and Discussion is due to take place on Saturday 29th January. (163/04)
-Mr Wride
noted that the District Council were meeting next week to approve the
2005/6 budget. The SDC part of the Council tax is likely to rise by
2.5%.
The proposed changes to the Local Plan following the Inspector’s Report
have been published. Clerk was asked to obtain a copy for consideration
by Councillors.

asked whether there had been any responses from Residents on the Guide
to Home Security which had recently been distributed to Residents. In
this connection Chairman thanked Mr Bartlam for his efforts in
preparing the Newsletter, Guide to Home Security and Village Hall

-Messrs Holloway and Brown and Mrs Shaw had nothing further to report.
-Mrs Wannell
mentioned the letter from Master Wall regarding the formation of
Stinchcombe Soccer Stars Football Club. Chairman viewed that this was
not a matter for the Parish Council and that he would take up the issue
with the Dursley Rugby Club. He asked the Clerk to return the letter to
