-Request for funding support of a mobile Speed Warning Sign-With reference to the request recently received from SDC Community Safety Office, it was agreed that the Parish Council would not participate as the provision is not viewed to be cost effective..(16/04)

-Fire Hydrant on Taits Hill Road-Mrs Wannell noted that the Fire Hydrant point opposite “The Gables” had been covered over during recent resurfacing of the road. Clerk was asked to contact the Gloucestershire Fire Service in the matter.(17/04)

-The presence of an abandoned car on the verge of Taits Hill Road at the Oldhill Lane junction was noted. This has now been removed.(18/04)
6-Facilities
-The installation of the Safety Surface at the Playground is complete. Clerk is awaiting contact from Wicksteed Leisure on the final acceptance. Consideration needs to be given to the consolidation of the edges possibly by turfing.(19/04)
7-Correspondence
The schedule is appended to these Minutes.
Clerk reported on a recent Meeting organised by GCC Planning Department at Shire Hall. Lack of cohesion of Policies by the various Departments at Shire Hall in matters such as the provision of roads, transport and schools for new housing developments was noted.(19/04)
The current Structural Plan will be replaced by a new Strategic Regional Plan prepared by the Government Agency of the South West. This will come into force three years after the issue of the latest version of the GCC Structural Plan.(21/04)
Chairman noted that a Questionnaire on Housing Strategy had recently been sent by SDC. As the closing date for comments had been set at 12th April there was insufficient time for consideration by Councillors. It was therefore agreed that the Parish Council would not be making a response.(22/04)
The access to the Notice Boards at Taits Hill and Church Lane was discussed. It was agreed that Clerk would arrange for a set of spare key.(23/04)

8-Financial Matters
-The statement of Receipts, Payments and Authorisations was approved and is appended to these Minutes. The Building Society balance was verified.(24/04)
-The provisional Accounts for the Year ended 31st March 2004 were presented by Clerk and are appended to these Minutes.(25/04)
-Appointment of Internal Auditor-Mrs Shaw proposed and Mrs Wannell seconded the motion that Mr Iain A Selkirk be reappointed as Internal Auditor for the current financial year. This was agreed unanimously. Clerk will notify Mr Selkirk accordingly.(26/04) Action-Clerk
9-Reports by Councillors
-Mr Wheeler’s report is appended to these Minutes.
-Mr Wride was concerned that full use be made of the Recycling Bins provided by SDC.. Proper use was essential to reduce the dependence on Landfill disposal and an attendant increase in Landfill Tax payments and Council Tax. Leaflets are available.. The subject can be raised in the next Parish Newsletter.(27/04)
Mr Wride also urged awareness on unauthorised building work or change of use of land for storage or parking of HGV’s.(28/04)
He then drew attention to the new postal voting arrangements in the Local Elections in June.
Finally he noted that the Best Value Assessment of SDC was in progress.(29/04)

-Mrs Shaw reported on the recent Meeting of the Trustees of the Stinchcombe Hill Recreational Ground Trust. The Minutes of this Meeting will be circulated when available.(30/04)
-Mr Brown thanked Mr Bartlam for the recent Newsletter and for the Stinchcombe PC Website.. These were proving to be very popular.(31/04)
The turnout for the Springclean had been disappointing. Maybe this could be spread over a period rather than a single day in future years . This could be given consideration at the appropriate time.(32/04)
