MINUTES OF MEETING OF THE PARISH COUNCIL
HELD ON TUESDAY

1- Approval of Minutes of Meeting held on 28th September 2004
The Minutes as circulated were accepted as a true record of the Meeting and signed by the Chairman.. (119/04)
2 - Actions arising from Minutes
-Fire Hydrant on Taits Hill Road-A letter has been received confirming that this has been reinstated. (120/04)
-Savings Account-Clerk has made further enquiries. These
confirm that only Treasurer type Accounts are available to Parish
Councils. The action is therefore closed. (121/04)
-Accumulation of Rubbish at rear of Village Hall-Mr
Bartlam stated that the start of building work at the Village Hall is
imminent. The rubbish would be cleared concurrently.. The action is
closed. (122/04)
-Footpath at Clingre Farm-As requested Clerk has walked
the footpath and has confirmed that stiles provided comply with legal
requirements. Mrs Shaw remains concerned that no provision has been
made for the passage of dogs in contrast to the earlier arrangements..
This concern is shared by other Residents. After some discussion it was
agreed that the matter would best be dealt with by a private approach
to the owner of Clingre Farm. (123/04)
-Construction Traffic at Land adjacent to Whitehouse Farm-Clerk
reported that the SDC Enforcement Officer had met the Agent on site and
that the work currently progressing complied with the approved drawings.
With regard to the possible use of contaminated infill,
compliance with environmental regulations remains a matter for concern.
Chairman will therefore request the Resident at Coltacres to continue
to monitor the situation. (124/04)

-Parking by Visitors to the Rugby Club-Mrs Shaw reported that the situation was now much improved. The matter is therefore closed.(125/04)

3-Planning Applications
Progress with current Planning Applications was reviewed.
Three Councillors have expressed their objections to the proposed
construction of a kitchen extension to the Malt House, on the grounds
that the proposal will destroy the symmetrical balance of the frontage
of the house facing the Street. Clerk was asked to submit an Objection
to SDC stating that in the view of the Parish Council the previous,
refused proposal had been greatly preferable. (127/04)

Mrs Shaw noted that the Appeal date for “Langside” had been set
for October 2005. Increased movement of delivery vans to the site had
been noted, prompting renewed concern by neighbours. .Mr Wride was
asked to check on the timescale and advise the Parish Council. (128/04)

4-Footpaths and Rights of Way

5-Highways
Mrs Shaw raised the concern expressed by Residents
of Taits Hill Road on the increasing levels of traffic using the road.
Mr Brown also mentioned a report that Cam Parish Council were advising
GCC to route traffic to the A38 along Taits Hill Road thereby avoiding
Cam High Street. Concerns about increasing traffic levels on the
commuter routes through the Parish has already been raised in the
recent letter sent to GCC Environment by the Parish Council.
It was agreed that the issue would be discussed at the next Meeting of the Parish Council. (130/04)

Clerk noted that the Severn Vale Strategy Area-Transport Forum Meeting was scheduled to take place at Shire Hall on Thursday 18th November 2004. Clerk was asked to attend. (131/04)

6-Facilities
Clerk noted that the Wicksteed Leisure contractors
had not repaired the subsidence recently experienced at one corner of
the Safety Surface. This had been scheduled to take place on 1st November. Clerk will make further contact with the Company.. (132/04)

Mr Bartlam noted that one of the shackle pins securing the seat
of one of the swings was missing and that he had been unable to obtain
a replacement. Clerk said that he would investigate the matter. (133/04)

7-Correspondence

8-Community Safety
Clerk noted that the visit by the Community Safety Officer is scheduled to take place at 2PM on Monday 8th
November next, meeting in the Village Hall CarPark. Clerk has written
to Mr Sullivan requesting details of recorded burglaries within the
Parish. (135/04)
Clerk was asked to attend the Bi-Annual Community Safety Panel Meeting at SDC at 10AM at Ebley Mill. (136/04)

Mr Brown noted that the Neighbourhood Watch Scheme lacked a
Coordinator and that the Cascade system was therefore inoperative.
Councillors were asked to look for candidates among the Residents.

9-Financial Matters
The current Statement of Receipts, Payments and
Authorisations was approved and the Building Society balance verified.
The unidentified receipt of £18 mentioned in the previous Meeting, has
arisen because a recent cheque made payable to the Village Hall Trust
had not been presented for payment within the statutory period. Clerk
has contacted the Trust in the matter. (138/04)
The 6 monthly Budgetary Progress Report was reviewed and possible
items of expenditure discussed.. These included the possible
restoration of the Village Fountain, the cleaning of the War Memorial,
support for the restoration of the Stone Shelter on the Hill and scrub
clearance on the Triangle at the foot of Taits Hill. These matters
would be considered at the next Meeting. (139/04)
Mrs Shaw mentioned the maintenance of the Millennium Tree. Mr Brown agreed to raise the matter with the Tree Warden. (140/04)

10-Reports by Councillors
Mr Wride referred to the link of the SDC and Parish Websites and on the Chief Executive Meetings.
Rural Grants have been approved and are posted on the SDC Website.
SDC have achieved high marks in the Comprehensive Performance
Assesment. Finally he noted a recent visit by the Minister of Housing.

Mr Bartlam noted that operations of the Village Hall Trust were in profit (143/04)
Mr Holloway reported complaints by two users
of Bridleway CST12 regarding the slippery state of the surface. Clerk
was asked to bring the matter to the attention of SDC.. (144/04)

Mr Holloway firther noted the poor state of the surface of
Clingre Lane. Clerk was asked to raise the matter with GCC Highways.

Mrs Shaw reported that the activities
associated with the Diversion of the Footpaths on Stinchcombe Hill were
currently on hold as efforts were being made to trace two unidentified
Objectors. (146/04)
Concern exists on the overall landscape of the Hill following the
planting of trees by the Golf Club and the desire to preserve it in its
original condition for posterity. The views of the Parish Council are
sought in this matter. (147/04)
