MINUTES OF THE MEETING OF THE PARISH COUNCIL
HELD ON TUESDAY 10TH AUGUST

The Chairman welcomed the Councillors and opened the Meeting
1-Approval of Minutes of Meeting held on 23rd June 2004
The Minutes as circulated were accepted as a true record of the Meeting and signed by the Chairman..
2-Matters arising from Minutes
-Trustee to Stinchcombe United Charities
It was agreed that Mr Holloway will retain the appointment as it
is logical for the Trusteeships of Stinchcombe and Dursley United
Charities to be held by one person. (65/04)
-Trustee to Stinchcombe Village Hall Trust
Clerk will inform the Trust of Mrs Wannell’s nomination. Action-Clerk (66/05)
-Fire Hydrant on Taits Hill Road
Clerk has not received a reply to his latest letter to the
Commandant at Dursley Fire Station.. It was agreed that a further
letter should be sent. Action-Clerk (67/04)
-30MPH Repeater Signs
Clerk has approached GCC but although signs are available
attachment straps are currently out of stock. Clerk was asked to obtain
a supply without straps Action-Clerk (68/04)
-Edging of Safety Surface
Clerk has discussed the condition of the grass edging with
Wicksteed Leisure and agreed to defer the matter for further
consideration in the Autumn. (69/04)
Clerk has also raised the matter of the non-payment of the £30
fee to Mr Workman for the disposal of the old bark. This remains
unpaid. Wicksteed are considering the matter and will contact Clerk in
the near future.
In the event that the payment was denied, it was proposed by Mrs
Shaw and seconded by Mr Holloway the Mr Workman should be reimbursed
out of Parish Council funds. The motion was unanimously agreed. (70/04)
3-Planning Applications
Current Applications were reviewed
-Councillors noted the delays in notifying neighbours of Planning
Applications. Clerk was asked to bring the matter to the attention of
SDC Planning Department. Action-Clerk (71/04)
-Embankment along the M5 Motorway-Clerk noted that concern had been
expressed by one resident on the opposite side of the Motorway
regarding a possible increase in reflected noise. The matter had been
referred to the Consultants.
-Mr Holloway also reported the high noise levels experienced by Residents at Stinchcombe Green
Earlier promises for the provision of a noise barrier had not
been kept. Mr Holloway advised Residents to make a direct approach to
the Highways Agency.
-Agricultural Sheds at Clingre Farm-Councillors were not objecting to
the \proposals but were nevertheless concerned that the existing access
on Clingre Lane may not be adequate to deal with the increasing scale
of the business. There was also concern that the access from Echo Lane
should only be used in direct connection with agricultural activities
in the adjoining fields. Clerk was asked to communicate these concerns
to SDC. Action-Clerk (72/04)
4-Footpaths and Rights of Way
Clerk noted that the Footpath Diversion Orders for Stinchcombe Hill had been received and circulated. (73/04)
5-Highways
-A request has been received from GCC to include Transport Information in the Parish Newsletter. Clerk was asked to reply to GCC’s request. Action-Clerk (75/04)
-Traffic Calming on the Street-A letter has been
received from GCC advising of changes to the previously agreed layout.
Clerk was asked to inform GCC of the Council’s preference for the
originally approved scheme. Action-Clerk (76/04)
-The presence of potholes etc at Stinchcombe Green and along Church Lane was noted. Clerk was asked to bring these to the attention of GCC Highways. Action-Clerk (77/04)
6-Facilities
There is nothing to report.
7-Correspondence
There was a discussion on delays in the circulation of
correspondence. This has led to a number of closing dates for responses
being missed. The problem is generally concerned with absence on
holidays. Councillors were asked to notify the Chairman of prolonged
absence. Councillors to note
Clerk was also asked to circulate urgent items with least delay. Action-Clerk (78/04)
8-Financial Matters
-The Statement of receipts Payments and Authorisations was approved and the Building Society balance verified. (79/04)
-Clerk reported that the external audit of the financial accounts for the year ended 31st March 2004 had been completed. There were no qualification.
-Clerk noted that in their cover letter the Auditors had drawn the
attention of the Council to the fact that the Building Society balance
had risen to nearly twice the annual Precept and that they would be
unhappy to see this being exceeded. It was noted that a reserve was
being accumulated to cover possible future expenditure on tree
replacement on the Avenue, etc.
-Clerk suggested that this reserve should be invested in a
savings account with a better interest rate. It was agreed that Clerk
should seek information on suitable accounts. Action-Clerk (80/04)
Chairman then asked that the Council’s appreciation of the Clerk’s
work in completing the Audit should be formally recorded. (81/04)
9-Reports by Councillors
-Mr Holloway expressed concern on the dumping of rubbish
along country lanes.. He also noted the proliferation of ragwort on the
verges of Echo and Wick Lanes.. Clerk was asked to notify GCC Highways. Action-Clerk (82/04)
-The presence of a squatter on Stinchcombe Green was noted. Mrs Shaw was asked to bring this to the attention of the Hill Trust.
Action-Mrs Shaw (83/04)
-Mr Bartlam doubted the value of the Mobile Police Station
and noted the almost total absence of attendance by Residents. Clerk
had discussed this at previous Meetings of the Dursley Cluster of
Parishes but other Parishes had been most supportive of the Mobile
Police Station. (84/04)
-Other Councillors had nothing further to report.
