OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 15TH
DECEMBER 2005 STARTING AT 7 30PM IN THE VILLAGE HALL

1-Approval
of Minutes of Meeting held on 22nd November 2005
The
Minutes as circulated were accepted as a true record and signed by
the Chairman.(173/05)
2-Matters
arising from Minutes
-Approval
of Snow Plough Operator-In Mr Holloway’s absence no further
information is available on the matter.(174/05)
Continuing Action-Mr Holloway
-Trafalgar
Oak-Clerk confirmed that the quotation for the plaque has been
received. Mrs Wannell confirmed that this has been ordered and that
it will be available at the end of January. An additional expenditure
will be incurred in the purchase of a mounting post.
The
tree is now available and Mr Connell will inspect its location (to
the right of the entrance to the Church Field).

Wannell is arranging a planting date in early February 2006. (175/05)

of CSPO-This is being raised at the next Dursley Cluster of
Parishes Meeting on 19th January 2006. (176/05)
Continuing Action-Clerk
-Facilities-Clerk
reported that a letter has now been received from SDC confirming that
a grant has been authorised under the Rural Community Investment
Scheme. (177/05)
-Cricket
and Rugby Ground-Clerk is to approach SDC Planners to ensure that
the Parish Council is consulted before any new parking arrangements
are approved and that the provision of any floodlighting will be the
subject of a separate Planning Application. (178/05) Action-Clerk
It
was noted that the parking arrangements for visitors to the club at
the remote Taits Hill Road pitch have again broken down.
-”The
Palisades”Floodlights in Stable Yard-Clerk has been informed by
SDC that Enforcement Action is to have the lights removed is
underway. (179/05)
-Bund
along M5 at Lower Wick-This Application has now been withdrawn.
Although the proposed bund is situated at Alkington, site traffic
could also affect Stinchcombe. The situation therefore requires

3-Planning
The
active Planning Applications were reviewed and the following points
noted.
-S05/1946
and 1947-Land at Stinchcombe Manor-Both have been withdrawn and
are likely to be replaced by new submissions.(183/05)

Meeting Note-New Applications have been received)
-S05/1971-Erection
of Stables-This has been referred to the Development Committee
with a recommendation for approval. (184/05)
(Post
Meeting Note-Planning Permission has now been granted)
-S05/2002-”The
Palisades”-Erection of Dwelling-This has been refused on the
grounds that the proposed dwelling is situated outside the settlement
boundary and does not come under the provisions for agricultural
housing. Adequate accommodation could be provided by conversion of
the loft above the stables. (185/05)
4-Footpaths
and Rights of Way
There
was nothing to report under this heading. (186/05)
5-Highways
-Closure
of Cam High Street 12/01/06-Clerk has discussed the matter with
GCC Highways and enquired whether temporary reopening of the High
Street would be possible at weekends and other times. As the work
involves the complete replacement of the main sewer system this is
unlikely. Clerk also asked for temporary traffic lights to be
installed at the junctions of Taits Hill Road with A38 and The Avenue
if justified by the levels of traffic. GCC will contact Clerk at a
later date. (187/05)
-Repairs
to Wick Lane-It is understood that the invoice for the repairs
has been presented to Messrs Bristol and Avon. The invoice is based
on estimates prepared by an internationally accepted consultant
(188/05).
6-Facilities
There
was nothing to report under this heading. (189/05)
7-Parish
Plan
A
statement of the Parish Council’s intention to develop a Plan and a
questionnaire into Parishioners’ likes and dislikes of the Parish
have been included in the January Newsletter.
The
questionnaires will be collected by Councillors and deposited with
Chairman for analysis ahead of the Parish Meeting scheduled for
Tuesday 13th February 2006.
Once
the way ahead has been clarified assistance may be sought from SDC.

8-Correspondence
The
Schedule of Correspondence was circulated and is appended to these
Minutes. All relevant communications have been circulated to
Councillors. (191/05)
9-Community
Safety
It
was noted that the next Dursley Cluster of Parishes Meeting on 19th
January will be attended by the Chief Executive SDC and Chairmen of
Parish Councils. Will any other Councillor interested in attending
the Meeting please inform Chairman. (192/05)

10-Financial
Matters
-The
Statement of Receipts Payments and Authorisations was approved
and is appended to these Minutes. The Building Society Balance was
verified. (193/05)
11-Reports
by Councillors
-Mrs
Wannell and Shaw had nothing further to report.
-Mr
Bartlam raised the matter of the Parish Council elections
scheduled in May 2006. Clerk noted that procedures would be notified
well in advance of the Elections. The past few Elections had been
uncontested . In the context of the requirements for eligibility as a
Quality Council a contested election, despite the significant cost
penalty, may be preferable. (194/05)
-Mr
Brown had no further points to raise. He concluded the Meeting by
expressing his gratitude to Councillors and Clerk for their support
